What is 0013?
Look at 0013 more as a way of life rather than as a rule. The entire purpose of the website and the message behind it is to stress being reasonable with alcohol consumption and using common sense on a daily basis. Don't you get tired of "In your face!" messages? After a while, you feel like the private in Full Metal Jacket, constantly being harassed and yelled at by the insufferable Drill Sergeant at Basic Training. Our intent is to not take this stiff and tough no-nonsense approach about alcohol but to have a sense of humor about life, yet also hope that you and your friends will make the right decisions when you have to. Everyone knows it can affect a person's health, social life, and career; so watch out for yourself, watch out for the friend next to you , "Live by a Higher Code", and "Freeze before doing something stupid!"
The 0013 program was the original brainchild of Colonel Evan J. Hoapili, who was the Commander of F.E. Warren Air Force Base in Cheyenne, Wyoming in 2004. At the time, a base-wide survey found that the average airman thought "unsafe" drinking began with eight drinks or more. Many seasoned service members appeared to have false perceptions on what constituted normal drinking. Trying to set realistic expectations, it was decided to specifically define "responsible, periodic drinking." This perception could easily be assumed carried over into the civilian culture as well.
So, what does 0013 actually stand for:
- 0 - Zero drinks if you're under 21.
- 0 - Zero DUI's.
- 1 - One drink per hour.
- 3 - Three drinks max!

The number is based on research by the National Institute of Alcohol Abuse and Alcoholism and the National Academy of Sciences. This research underlined the importance of setting an unambiguous standard. Even though people might not immediately follow this standard, research showed, they will at least start counting their drinks and comparing their habits to the standard.
We hope that through this website, we can create a forum of education and have an impact on changing the culture and thought process when people consume alcohol. The message is simple, if you're underage, don't drink; if you are of legal age to consume alcohol, be responsible. But, if you can't be, "Freeze before doing something stupid."
